Almost every page answering this question opens with an average salary. The figure is usually national, usually undated, and usually describes a job title that covers three different jobs, so it is worth very little to somebody deciding whether to do this work.

A development or fundraising role where grant writing is part of a wider job. Pay follows the sector and the size of the organization rather than the grant writing itself, and the trade is security and colleagues in exchange for a ceiling. It is also where most people learn, because the organizational knowledge a good proposal needs is easiest to acquire from inside.

Freelance, per proposal
A flat fee agreed before the work starts, based on the hours the application will take. The client is buying the writing, so the fee is the same whether or not the application succeeds, which is the arrangement that keeps the incentive honest. Fees scale with complexity: a two-page letter of inquiry and a federal application are not the same job.

Freelance, on retainer
A monthly amount for ongoing funding work: maintaining a pipeline, watching for opportunities, drafting and reporting. It smooths the year out, which matters more than the headline figure, because per-proposal income arrives in lumps and the quiet months are what end freelance practices.

Consulting, beyond the writing
Strategy, funder research, reviewing somebody else's draft, or training a team to write their own. It pays better per hour than drafting because it is scarcer, and it is usually what an experienced writer moves toward once they have more demand than hours.

The figure that surprises people is not the total, it is how quickly the hours run out: at roughly thirty hours for a substantial application, three a month is close to a full-time load once research, client management and admin are counted.

Complexity, because federal and multi-partner applications pay more and fewer people can write them. No, and you should decline if asked. Is freelance grant writing more profitable than a salaried role?
It can be, and it carries the risk that goes with that. Freelance income is capped by billable hours rather than by a pay band, but the unbillable half of the week, research, admin and pitching, is real and is what most people underestimate when they compare the two.
How long before freelance grant writing pays properly?
Most of the first year goes on building a client base and a reputation, because grant writing is bought on trust and on referrals more than on advertising. Writers who come from a sector where they already have contacts get there considerably faster.
Does a certification increase what I can charge?
Indirectly. It gives somebody with no track record something concrete to show, which mostly helps at the point of getting a first conversation. What raises a rate over time is a record of applications written and funded, and the credential is a way of starting that rather than a substitute for it.
